Job Description

This position is a part-time, hourly position scheduled 20 hours per week. The schedule requires flexibility to meet the needs of the community, but will remain within the hours of 8:00 a.m. - 5:00 p.m., Monday-Friday. This is a non-union position. 

Salary: $25.28 per hour

This position will remain open until filled with preference given to applications received by 4:30 p.m. on Friday, March 13, 2026.

Primary Objective of Position

The Community Outreach & Mobility Specialist is responsible for administration of the Dial-a-Ride application process including assessment and determination of eligibility for Dial-a-Ride service. This position also plans and implements one-to-one, small group and classroom travel training, community outreach, and external marketing of Metro Bus services.

Essential Functions of the Position

  1. Evaluate, assess and determine applicant eligibility for Dial-a-Ride service
    1. Evaluate applications and conduct ongoing eligibility assessments for the Dial-a-Ride program through a process of interviews, cognitive testing, functional assessment and coordination with medical professionals to determine applicant eligibility
    2. Provide support and coordinate activities of the Dial-a-Ride Appeal and Advisory Committee
  2. Plan and implement community outreach, training and external marketing of Metro Bus services
    1. Provide community outreach and marketing services to educational institutions, businesses, agencies, organizations and residential facilities to promote Metro Bus services
    2. Plan, develop and implement specific training programs to introduce Metro Bus services to individuals and groups throughout the service area
    3. Work with community partners to ensure bus passes and schedules are adequately maintained. Coordinate the Agency and County Partner Bus Pass sales and mailings.
    4. Serve on community committees and task forces
  3. Advise the Community Outreach & Mobility Manager of issues related to the Americans with Disabilities Act (ADA)
  4. Communicates courteously and professionally and maintains respectful working relationships with coworkers and customers in carrying out job functions
  5. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices
    1. Knows and follows safety rules and guidelines as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work
    3. When potentially unsafe conditions are observed, makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner
  6. Performs other duties and activities as assigned

Minimum Qualifications

The job requires two (2) years of post-secondary education with concentration in health and human services, education, rehabilitation, marketing or public relations or related field and three (3) years of experience directly related to the essential functions of the position or an equivalent combination of education and experience. 

Knowledge, skills and abilities required include

  • Ability to establish and maintain effective internal and external relationships and able to deal tactfully and courteously with coworkers, the general public and community groups
  • Verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences. Must be able to read and speak English fluently. Bilingual a plus
  • Ability to prepare and deliver presentations to community groups
  • Ability to prepare and complete written reports and documents in a concise, complete and legible manner and maintain a comprehensive set of records
  • Ability to understand, interpret and work efficiently from moderately complex written and oral instructions.
  • Ability to maintain confidentiality of critical records and information
  • Must possess a valid driver’s license or evidence of equivalent mobility
  • Interpersonal skills sufficient to exchange and or convey information, receive work direction, and maintain effective working relationships with all levels of employees, committees and groups; and  to diffuse situations/conversations that have escalated beyond normal limits
  • Ability to work flexible hours, including evenings and weekends, in all weather conditions to meet the needs of the organization

  • Experience working with individuals with varying physical and cognitive abilities
  • Public Transit experience

Physical Demands and Working Environment

  1. This position is alternately in an office environment and offsite locations including buses, community member sites, and external meetings. Requires alternating periods of sitting and walking
  2. Minimal exposure to temperature extremes, noise, physical and/or chemical hazards
  3. Utilizes personal computers, phone and other office equipment on a regular basis
  4. Will require travel outside of the office. Will primarily utilize a Metro Bus vehicle for travel
