The objective and mission of the Office of Legal Services (OLS) is to set standards of consistency, efficiency, and transparency for the managed health care marketplace. The OLS provides legal and policy advice to the Director, Chief Deputy Director, Deputy Directors, and programs of the DMHC, and recommends and develops necessary and appropriate statutes and regulations to administer the Knox-Keene Act. OLS analyzes the Knox-Keene Act and ensures that the DMHC fulfills its regulatory functions.
JOB SUMMARY
Under the general supervision of Attorney, Assistant Chief Counsel (AACC) of Government Operations and DMHC General Counsel, the Manager I will be responsible for and act as a subject matter expert in formulating, administering, or overseeing OLS and DMHC Public Records Act (PRA), Form 700 and regulatory changes policies and procedures as pertaining to OLS, and as having an indirect impact to other DMHC Offices. The Manager I will demonstrate strong and effective management skills by developing the two OLS Supervisor Is and the OLS administrative staff, implementing PRA policies, Form 700 policies, procurement policies and creating a positive environment that fosters success in OLS. The Manager I will supervise and directly manage two Supervisors I and indirectly manage their administrative teams in the completion of all Department rulemaking activities; responses to PRA requests and service of legal process for the Department; Form 700 filings, procurement, and OLS administrative and technical duties.

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.
This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.
